Documents required for your stay
The Italian Tax Code (Codice Fiscale) is required to carry out several activities in Italy, such as opening a bank account, signing a rental contract, enrolling in the National Health Service, and applying for a residence permit.
The tax code you received during the pre-enrollment process is automatically generated by the system. However, it is not official and not registered in the Italian tax system. For this reason, you must still apply for the official tax code and then send it through Filo Diretto.
How to obtain the official Italian Tax Code
You can obtain the official tax code in three ways:
if the Italian Consulate or Embassy in your country provides this service, you may request the official tax code while applying for your visa and before your departure to Italy
book an appointment directly with the Agenzia delle Entrate (located in Corso Giuseppe Mazzini 18)
send an email to the following address: dp.pavia.utpavia@agenziaentrate.it, with the following message:

The Agenzia delle Entrate will send you the official Tax Code certificate by email within 1–2 weeks, which you will have to send to our offices through Filodiretto.
The Italian address is mandatory. If you have not yet found permanent accommodation, you may indicate a temporary address in Pavia or in the surrounding province.
Exchange students are not required to follow this procedure: the International Mobility Office will send them the tax code directly via email.
International students must cover the whole length of their studies in Italy with a Health Insurance.
Being covered by a Health Insurance is compulsory in order to apply for the Residence Permit that will last as long as your health insurance.
You have two options:
1. Register with the Italian National Health Service (“SSN”) to get the Health Card (“Tessera Sanitaria”) and rely on public Healthcare as if you were Italian. The SSN will give you access to a general practitioner and reduced prices for medical examinations and treatments.The registration runs from January to December, therefore in January of the following year it must be renewed.
Following the financial law no.213 voted and approved by the Italian government on 30 Dec.2023, from 1st January 2024 the SSN insurance price for international students has been raised from 149 euros/year to 700 euros/year.
In order to register with SSN, students must pay via your own bank account choosing the F24 model inserting:
- regional code 10
- contribution code 8846
- and specifying the contribution is for year 2026.
Once you have obtained the payment receipt, it will be possible to apply for the Residence Permit. Subsequently, after submitting the Residence Permit application, it will be necessary to book an appointment at the ASST of Pavia (Via Indipendenza 3, Pavia) to finalize the enrollment and be assigned a doctor.
The necessary documents for the application are:
- Passport
- Fiscal code
- Receipt of the residence permit application
- Receipt of payment for enrollment in the National Health Service ("SSN")
- Self-certification of enrollment at the University (to be downloaded from the Student Portal)
- Self-certification of accommodation (the form is available directly at the ASST).
2. Purchase a private Health Insurance from abroad or in Italy. Please note that private insurances mainly cover expenses only if you are hospitalized by ambulance or through the Emergency Room: if you choose this option, make sure to check all the contract conditions.
Non-EU students who will stay in Italy for more than 150 days must apply for the Residence Permit (Permesso di soggiorno) within 8 days of arrival in Italy.
STEP 1 – Help Desk (KIT Compilation)
Book an appointment with the Residence Permit Help Desk, a student service which helps students to compile the KIT, provides necessary information regarding the residence permit application process, coordinates between students and the Pavia’s Questura.

During the appointment, you will receive assistance in filling out the application kit. The KIT form and envelope will be provided to you at the Help Desk.
Bring the following documents:
- Passport
- Old residence permit (in case of renewal)
- Self-declaration of enrollment (or self-declaration of enrollment with passed exams in case of renewal), downloadable from the Student Portal → Menu → Admissions → Self-declaration
- Proof of accommodation (e.g. rental contract, hospitality declaration)
- Proof of financial support (e.g. bank statement, copy of credit card)
- €16 revenue stamp (“marca da bollo”), available at any tobacco shop
STEP 2 – Post Office
Submit the completed KIT at the Post Office.
Total cost: €118.46
You will receive:
- The convocation letter with date and time of your appointment at the Immigration Office - Police Station (Questura)
- Your receipt (ricevuta assicurata), that is used to identify your request. You can find there the credentials for Portale Immigrazione where you can verify the application process.
All together these documents serve as proof of your legal stay until the residence permit is issued.
Attention: please send the convocation letter and the receipt through Filo Diretto to the Student’s Career Office to keep your Student Portal unblocked.
STEP 3 – Police Station (Questura) Appointment
Attend your appointment at the Immigration Office, Via Rismondo 68, Pavia. Before going to the Questura, please verify if you need to bring any other missing documents with you on the date of the appointment on Portale Immigrazione besides the following:
- Post Office receipt
- Passport
- 2 passport-sized photos
- Old residence permit (if renewal)
- Health insurance valid for 1 year from the date of the appointment (minimum coverage €30,000)
Check Your Application Status
You can check the status of your application on the Portale Immigrazione, using the username and password provided on the Post Office receipt.
Processing time is approximately 40 days. You will receive an SMS notification when your residence permit is ready.
When collecting the permit at the Immigration Office, Via Rismondo 68, Pavia, bring:
- Passport
- Post Office receipt
- Old residence permit (if renewal)
Renewal (Questura di Pavia)
Standard rule:
You may apply for renewal up to 2 months before the expiration date.
If you are leaving Pavia for an international mobility period within the Erasmus program:
Renewal is allowed up to 6 months before expiration.

Many banks have low fees account offers for students.
Banca Popolare di Sondrio (Piazzale Ponte Coperto Ticino 11, Pavia) is the treasury bank of the University which offers the possibility to open a bank account at special conditions.
The Ateneo Card is the identification card of University of Pavia students and is issued by Banca Popolare di Sondrio.
The card can be activated -without any costs- as a prepaid rechargeable credit card and will be used by the University to credit any refunds, scholarships and sums due for student collaborations. It can also be used in stores in contactless mode and for internet purchases.
Once your Ateneo Card is ready, you will receive an email from the University notifying its availability. After that you will be able to collect it by booking an appointment at the Student Administration Office.
Then, in order to activate it as a credit card, you will need to book an appointment at the bank by sending an email to pavia.succursale@popso.it

- Passport or valid ID
- Tax Identification Number (TIN) of your abroad residence
- Address of your abroad residence
- Residence Permit (Non-EU only) If you do not still hold it: Receipt of the Residence Permit + Self-certification of enrolment at the University, to be downloaded from the Student Portal
- Italian Tax Code issued by Italian embassy/consulate or Agenzia delle entrate
- Address in Italy
- Italian mobile phone number
- University ID number (“matricola”)
- Ateneo Card number
Before being able to make any transaction, it is necessary to make an initial deposit on your bank account. The procedures to open the bank account and transfer the funds will take up to 15 days, so make sure you have enough money on arrival.
